Perfect country considerations

   1.        All laws must be obeyed and enforced. No one would be above the law. Running for or holding high office should not be a consideration.

   2.        Immigrants would need to be invited to enter this country legally.

   3.        Non-citizens committing a serious crime are deported.

   4.        Non-citizens do not qualify for government benefits including driver’s license.

   5.        Resisting arrest is automatic jail time. Destruction of property not a protestor privilege.

   6.        Every mentally stable non felon convicted citizen is permitted to own firearms and ammunition.

   7.        All lives matter, Including unborn.

   8.        Term limits for all elected officials.

   9.        Reduce the foreign radical intrusion in Washington politics by requiring U.S. birth for congress (same as the president).

10.        Replace income tax system with a money transaction tax. Eliminates deductions, loopholes, and the need for millions of tax related occupations (IRS, accountants, lawyers, etc.). In order to capture all money transactions, eliminate currency and coin, all transaction would be electronic. Eliminates the expense of printing currency and manufacturing coins.

A.     Implement gradually over say 10 years. Allows IRS related occupations to migrate to different professions. Start with small transaction percentage along with existing tax system. Each year increase the transaction percentage and decrease the existing tax rates.

B.     After say 5 years offer a reducing buy back rate for currency and coin.

C.     Basic smart phone with limited data, and bank account available free to all legal citizens.

D.     Employee salaries would be considered a labor purchase transaction. Payroll deductions for social security and Medicare are taxed as a purchase.

E.      Stock purchases would be included.

F.      Each tax qualifying money transaction is immediately taxed.

G.    Federal, state and municipalities money transfers are not taxed.

H.     A percentage of collected tax goes to the state and the rest to the federal government.

I.        Federal government returns additional funds to states based upon:

1)   amount collected

2)   state population

3)   state land size

4)   degree of adherence to federal policy

J.       States supply funds to counties

K.     Counties supply funds to municipalities.

L.      Trading and bartering are tax free.

M.  Property tax remains and is taxable as a money transfer.

11.        Education.  First year of college is free (all colleges accept government paid fixed first year tuition).  Students that do well qualify for additional tuition support.

12.        Health care.

13.        Everyone gets a basic mini Medicare at birth:

A.     Vaccinations.

B.     Basic lifesaving care.

C.     Annual physical.

D.     Supplemental health insurance available from competing providers (nationwide).  Either employee provided or privately purchased.

14.        News outlets that would report all relevant news without lies and political bias.  Some form of regulation or incentive needed.

15.        Social security system remains. Since payments are federal transfers, they are not taxed.

16.        Replace the social security number with a federal, uniquely identified, photo ID card.

A.     Assigned at birth or acceptance of citizenship.

B.     ID number based upon individual’s DNA.

C.     Evidence of residence address, basic knowledge of civics and ability to read English required to flag ID card as voter eligible.

D.     Renewed annually after voting age or after a change in residence.

E.      Provides proof of citizenship.

17.        Voting.

A.     Can only vote if federal ID card is flagged as voter eligible.

B.     Can vote online or in person using the federal ID card with paper ballot.

C.     Online voting can be scheduled up to three weeks prior to election.

D.     The scheduled vote can be viewed, deleted or modified until the day before election.

E.      Only one vote session allowed for ID card number per election. ID card owner is notified when voting occurs (message to smart phone). Simple method of reporting illegal vote.

F.      Voting offenders get automatic jail time.

G.    Death certificate processing would void the ID card.

H.      Mail in voting no longer needed or accepted.
